The United States has, for the first time, expressed readiness to provide Ukraine with security guarantees that could include the presence of American troops on its territory, said Polish Prime Minister Donald Tusk after a videoconference of European leaders.

"These clear declarations have appeared for the first time. We will see how consistent our partners on the other side of the Atlantic will be, but this gives hope that these talks can end successfully. By success, I mean the end of the war," he stressed.

At the same time, the Polish Prime Minister noted that this would require a "compromise approach on territorial issues" from Kyiv.

"Any possible consent (to territorial concessions - ed.) must be conditioned on genuine, well-thought-out security guarantees for Ukraine after a possible peace is reached. This is a significant challenge for all participants in the process, but, as I said, peace has appeared on the horizon for the first time since the start of the full-scale war," Tusk said.

US peace plan and security guarantees

On Sunday, December 28, Ukrainian President Volodymyr Zelenskyy and US President Donald Trump held a meeting in Florida, during which they discussed contentious aspects of the US peace plan for Ukraine.

After the talks, both leaders spoke to the press and commented on the results. In particular, Trump reported some progress on the issue of Donbas, adding that a final decision had not yet been made, but that the sides had moved closer to an agreement.

The US President also announced the creation of a special working group on peace settlement that will work with senior US officials and engage with the Russian side.

Zelenskyy said the peace plan was 90% agreed, while security guarantees from the United States were 100% agreed.

According to media reports, Trump is ready to approve these guarantees through the US Congress, and French President Emmanuel Macron confirmed progress on contributions from countries in the Coalition of the Willing to Ukraine's security.

RBC-Ukraine previously reported that Ukraine’s allies will meet in January to finalize security guarantees, including discussions on the possible deployment of foreign troops on Ukrainian territory.
