The Pentagon is reviewing military aid to Ukraine without violating the "America First" principle, Pentagon spokesperson Sean Parnell said during a briefing on July 2.

Parnell explained that the Pentagon is providing President Donald Trump with a wide range of options for military aid to Ukraine, in line with what he described as Trump’s goal of ending the war. Simultaneously, the approach to delivering that goal is being reviewed to ensure it does not undermine the US Army’s combat readiness or the broader defense priorities reflecting the administration’s strategic course.

He also noted that a so-called "capabilities review" is underway, a process aimed at ensuring all aid to Ukraine aligns with national defense interests. The Pentagon, Parnell added, would not disclose specifics on the volume, type, or timelines of weapons deliveries.

At the same time, the defense secretary will continue to offer recommendations to the president regarding future support for Ukraine. Parnell described the review as a measured, pragmatic step toward creating a transparent framework for assessing what is being sent and where.

He also emphasized that the US military remains fully equipped and ready to carry out any mission at any time, anywhere in the world.

Background on paused shipments

Several Western outlets reported earlier that the United States had paused certain weapons transfers to Ukraine for a period of two months. The halt reportedly affects shipments of Patriot air defense missiles, precision-guided bombs, and artillery shells.

Media sources close to the Pentagon also published a detailed list of equipment intended for the Ukrainian Armed Forces that remains in storage in Poland.

Meanwhile, Ukrainian officials urged the public not to panic, saying that American military aid was still ongoing and that talks for new assistance packages continued.

In the US Congress, lawmakers are calling on President Trump to explain the pause in arms deliveries, which remains unclear.
