The future security agreement with the United States must contain a clear definition of the term "guarantees" in both language versions and undergo the ratification procedure in Congress, according to a statement by Deputy Head of the Office of the President of Ukraine, Sergiy Kyslytsya, in an interview for the Yedyni novyny national telethon.

Requirements for the document

According to the representative of the Presidential Office, the key aspect of the new agreements is legal clarity. The document being prepared jointly with the United States must be officially approved by American lawmakers.

"We are talking about a document, including with the US, that must be ratified by the US Congress. That is, one that specifically — in both the Ukrainian and English versions — refers to a guarantee," Kyslytsya emphasized.

Terminology issue

Kyslytsya explained that Ukraine seeks to avoid the mistakes of the past that arose during the signing of the Budapest Memorandum.

At that time, due to differences in translation, the English text contained only "assurances, rather than real guarantees.

"Further throughout the text of the document, there is not only no mention of a guarantee — there is not even any mention of 'assurance.' It refers to 'commitments.' Thus, the official Ukrainian text is called a guarantee — the Budapest Memorandum on security guarantees," he added.

Security guarantees for Ukraine

Earlier, it became known that there are certain disagreements between Kyiv and Washington regarding the content of the future security agreement, particularly on the issue of specific commitments.

At the same time, media reports have indicated that US President Donald Trump is seeking to hold a large-scale signing ceremony for the document to underscore the strategic significance of the agreements.

President of Ukraine Volodymyr Zelenskyy previously stated that any agreements must be effective, as Putin is a "slave to war," and only strong guarantees can stop further Russian aggression.

In addition, at the Munich Security Conference, German Defense Minister Boris Pistorius named an important condition for providing Ukraine with effective guarantees, emphasizing the need for stable support from the West.
