Zelenskyy names three key security guarantees for Ukraine

President Volodymyr Zelenskyy announced three key blocks of security guarantees for Ukraine. These include preserving the army, cooperation with NATO countries, and sanctions against Russia, stated the President during a briefing.
The first block concerns the army — maintaining the current number of troops and providing them with weapons through Ukrainian, European, and American production.
"In my view, this block consists of financing the number of personnel we currently have. No one is talking about more, because no one will provide more. But we cannot talk about less either, because we are not going to conduct such experiments," Zelenskyy emphasized.
The second block concerns NATO. This involves agreements with partners at the leadership level about their readiness to support Ukraine in the event of new aggression.
The third block relates to sanctions against Russia and the use of frozen Russian assets for Ukraine’s recovery.
Security guarantees for Ukraine
On August 18, a meeting was held at the White House between US President Donald Trump, Ukrainian President Volodymyr Zelenskyy, and European leaders. The main topic of discussion was security guarantees for Ukraine.
The allies considered the possibility of security guarantees similar to NATO’s Article 5, but outside the Alliance.
During the talks, US President Donald Trump confirmed America’s participation in these guarantees but stressed that the main burden should fall on European partners, while ruling out sending US troops to Ukraine.
Instead, the Coalition of the Willing announced its readiness to deploy deterrence forces in Ukraine.
Meanwhile, Italian Prime Minister Giorgia Meloni proposed a plan to European leaders to provide Ukraine with security guarantees in the format of collective assistance, without NATO membership.
After the White House meeting, President Zelenskyy stated that the details of the guarantees were expected to be finalized within 10 days. However, the timeline was later pushed back by another week.
On August 25, Trump publicly assured that Europe would provide significant guarantees and that the US would stand behind these commitments.
Zelenskyy, for his part, said that together with international partners, a configuration of security guarantees was being prepared, which would form the basis of potential agreements in the event of future negotiations with Russia.
At the same time, the European Union defined its role in Ukraine’s security guarantees. This includes training and civilian missions, as well as the involvement of neutral states.
