President of Ukraine Volodymyr Zelenskyy discussed unblocking €90 billion with European Council President António Costa and European Commission President Ursula von der Leyen, according to Zelenskyy's X.

"I discussed the unblocking of a €90 billion financial assistance package with the President of the European Council, António Costa. Ukraine has delivered on what was requested by the European Union," Zelenskyy wrote on X.

He added that his conversation with von der Leyen focused primarily on unblocking the loan for Ukraine.

"These funds will strengthen not only Ukraine but all of Europe. And it’s important that we start receiving them in the near future. All the necessary steps on Ukraine’s part have been taken," the President emphasized.

€90 billion for Ukraine

In late 2025, European leaders approved a €90 billion loan for Ukraine. However, Hungary blocked the funding after Russia damaged the Druzhba pipeline, demanding that oil supplies be restored before lifting its veto.

The victory of Tisza party leader Péter Magyar in Hungary’s parliamentary elections does not automatically mean the €90 billion EU loan for Ukraine will be unblocked.

Magyar previously tied lifting Hungary’s veto to the restoration of the Druzhba pipeline. According to him, Budapest will unblock the loan once oil flows resume.

Meanwhile, Slovak Prime Minister Robert Fico backed Hungary’s position and warned he could also block future loans to Ukraine despite the fact that Russia was responsible for the pipeline damage.

EU ambassadors are set to review the final procedural step needed to launch the €90 billion funding package for Ukraine on Wednesday, April 22.
