EU sets timeline for first €90B loan payments to Ukraine

Funds from the European Union’s €90 billion loan program for Ukraine could begin flowing as early as May, according to The Guardian.
Latvian Deputy Foreign Minister Artjoms Uršuļskis says he expects funding to begin soon.
He says they hope that the EU will be able to start disbursing funds to Ukraine as early as May.
Meanwhile, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas announces ahead of the EU Foreign Affairs Council meeting that she expects positive decisions regarding the EU’s 90 billion euro loan to Ukraine on April 22.
"Ukraine really needs this loan and it is also a sign that Russia cannot outlast Ukraine. This is extremely important at this moment," she says.
Kallas also expresses hope that a decision on new sanctions against Russia, which had reached an impasse due to Hungary’s position, would soon be unblocked.
Loan for Ukraine
At the end of 2025, EU leaders agreed to grant Ukraine a €90 billion loan.
However, Hungary blocked the process of launching it. After Russia damaged the Druzhba oil pipeline, Budapest began blocking the funding.
Then-Prime Minister Viktor Orbán stated that he would not support the loan until Ukraine restored operations on this oil supply route.
Following his victory in Hungary’s parliamentary elections, opposition leader Péter Magyar said that the new government could lift the veto on the EU loan to Ukraine if oil supplies via Druzhba are restored.
On April 22, EU ambassadors are set to consider the final procedural decision required to launch the €90 billion in funding for Ukraine.
