Ukraine introduces special regime on border with Russia and Belarus: What is prohibited

Ukraine has introduced a special border regime along the state border with Russia and Belarus. The restrictions apply within a 1-kilometer-wide strip throughout the entire period of martial law, according to the Government Portal.
The special regime was introduced after the Cabinet of Ministers adopted Resolution No. 1049 on August 17, "On Amendments to Clause 2-1 of Resolution No. 1147 of the Cabinet of Ministers of Ukraine dated July 27, 1998." It has already entered into force, and state border guard authorities have begun implementing its provisions.
The new regime applies to all land plots located within the 1-kilometer-wide strip along the border with Russia and Belarus. Within this territory, the following are prohibited:
- Free entry, movement, stay, and residence of civilians;
- Carrying out any work unrelated to repelling armed aggression, defending the country, or protecting the state border.
Why the restrictions were introduced
The decision is explained by the need to strengthen the country's defense capabilities amid the full-scale war with Russia. In addition, there is a risk that Belarusian territory could be used for:
- Destabilizing the socio-political situation in border regions;
- Conducting intelligence and subversive activities;
- Creating threats to Ukraine's national security.
The new rules are also intended to protect civilians from danger and prevent their accidental or unauthorized presence in a potentially dangerous border area.
It is noted that all the restrictions are temporary and will be lifted immediately after martial law ends.
Ukraine's Defense Intelligence said there are currently no signs that Belarus is preparing to enter the war against Ukraine. At the same time, Russia has deployed units of the 101st Missile Brigade to Belarusian territory, which is equipped with the Oreshnik missile.
In addition, Belarusian opposition leader Sviatlana Tsikhanouskaya recently said that Russia could use Belarusian territory to escalate tensions and carry out provocations against NATO countries.
