On Thursday, September 19, Secretary of the National Security and Defense Council Rustem Umerov held a meeting with the head of NATO’s delegation to Ukraine, Patrick Turner. They discussed security guarantees for Ukraine and other related issues, according to Umerov’s Facebook post.

“During my meeting in Kyiv with Patrick Turner, Head of the NATO Representation to Ukraine, we discussed security guarantees for Ukraine, their practical implementation, and steps to further strengthen our cooperation with the Alliance,” the Secretary of the National Security and Defense Council stated.

He emphasized that Ukraine’s goal is a sustainable peace based not on declarations, but on concrete protection mechanisms and real security guarantees for the Ukrainian people.

Special attention was given to the PURL program - a new mechanism that allows NATO and European countries to fund the purchase of US weapons and ammunition for Ukraine.

“This allows us to cover priority defense needs faster and strengthens the united transatlantic front of support. Grateful to Patrick Turner and the entire NATO Representation team for their consistent support and readiness to work together to reinforce the security of Ukraine and all of Europe,” Umerov concluded.

Security guarantees and weapons under the PURL program

After the US–Russia leaders’ meeting in Alaska on August 18, US President Donald Trump hosted Ukrainian President Volodymyr Zelenskyy and European leaders at the White House. The discussions focused on ending the war, with a primary emphasis on security guarantees for post-war Ukraine.

In mid-September, Zelenskyy stated that the allies had almost completed preparing security guarantees for Ukraine, noting that only a few details remained to be finalized.

As is known, these security guarantees include protection at sea, in the air, and on land.

Unlike the Biden administration, the Trump administration effectively declined to finance weapons purchases for Ukraine. The system was restructured, and now, thanks to the PURL mechanism, Western countries can purchase US weapons and ammunition for Ukraine.

On Thursday, September 18, it was reported that four weapons packages had already been funded under this program. Some equipment from the first packages is already in Ukraine, with even more currently in transit.
