Ukrainian drones knock out eight of Russia's 10 largest oil refineries

As of the end of June 2026, Ukrainian drones have struck most of Russia’s top-10 oil refineries by processing capacity. In particular, the following facilities were hit:
- Gazprom Neftekhim Salavat, Bashkortostan (September 2025)
- Kirishinefteorgsintez (KINEF), Leningrad region
- Lukoil-Volgogradneftepererabotka, Volgograd
- Lukoil-Nizhegorodnefteorgsintez, Nizhny Novgorod region
- Lukoil-Permnefteorgsintez, Perm
- Moscow oil refinery, Moscow
- Ryazan oil refinery, Ryazan
- Yaroslavlnefteorgsintez (Slavneft-YANOS), Yaroslavl
Overall, in the European part of Russia, there are no major refineries left that have not been targeted at least once by Ukrainian drone strikes.
Some of them, such as the facilities in Moscow and Yaroslavl, have been hit several times since the beginning of 2026. Due to significant damage, enterprises have been forced to reduce or completely halt production.
Which plants still remain undamaged
At present, only two refineries in the top ten remain undamaged, both located far beyond the Ural Mountains. These are the Angarsk petrochemical company in Irkutsk region and the Omsk oil refinery, which is the largest in Russia.
Russia’s fuel market has fallen into crisis following a series of strikes on refineries. Against this backdrop, gasoline prices in Russia have recorded their fastest growth in two decades.
Due to fuel shortages, restrictions on fuel sales have already been introduced in dozens of Russian regions, including the Khanty-Mansi Autonomous Okrug, where around 40% of Russia’s total oil is produced.
To stabilize its domestic market, Moscow has already approached Kazakhstan with a request for the supply of 50,000 tons of gasoline. In addition, Russian authorities have officially allowed fuel imports.
