Ukraine will receive around 5 billion USD worth of weapons from US stockpiles under the PURL program. This will happen by the end of 2025, Deputy NATO Secretary General Radmila Šekerinska said in an interview with Suspilne.
Šekerinska said that the PURL mechanism is currently covering Ukraine's most urgent needs, noting that most air defense systems reaching the country come through this program.
She explained that deliveries are handled around the clock via logistics hubs in Poland and Romania, with funding provided by European allies and Canada, and that Australia and New Zealand have recently joined the initiative.
She added that despite the scale of the assistance, Ukraine still requires additional air defense capabilities, and NATO countries are ramping up defense production to address this shortfall.
What is known about the PURL program
On July 14, 2025, the United States and NATO launched the Prioritised Ukraine Requirements List (PURL) program, which provides for the supply of American weapons to Ukraine, financed by European countries. Kyiv can receive air defense systems, missiles, and ammunition.
Funding has already been allocated for the program by Denmark (about 580 million Danish kroner), Sweden (275 million USD), Norway (135 million USD), the Netherlands (500 million EUR), and Germany.
In September, the first shipments of military equipment under PURL arrived in Ukraine, with more expected soon.
As recently stated by Ukraine's Foreign Minister Andrii Sybiha, 21 countries have joined the PURL program, under which NATO countries purchase American weapons for Ukraine.
