21 countries join weapons purchase for Ukraine under PURL program

21 countries have joined the PURL program, under which NATO countries purchase American weapons for Ukraine. The total amount is over $4 billion, according to Ukrainian Foreign Minister Andrii Sybiha.
He says that the visit to NATO headquarters alone brought in about $1 billion in additional contributions to the PURL program.
Five new countries have joined the program, and eight additional contributions have been received from countries that were already participating. For the first time, countries outside the Alliance - Australia and New Zealand - have been invited to join PURL.
"To date, 21 countries are participating in PURL, with a total commitment of $4.18 billion. We are very grateful to each of them," Sybiha says.
He also says that he held talks at NATO headquarters with the Alliance's secretary general and the Foreign Ministers of Belgium and Germany.
The Ukrainian Foreign Minister notes that he had several brief meetings with colleagues from Canada, Norway, Denmark, and other partner countries.
As Sybiha notes, it was one of the most productive meetings of the Ukraine-NATO Council in his memory.
PURL program
On July 14, 2025, the US and NATO launched the Prioritized Ukraine Requirements List (PURL) program, which provides for the supply of American weapons to Ukraine at the expense of European countries. Kyiv may receive air defense systems, missiles, and ammunition.
Denmark (about 580 million Danish kroner), Sweden (275 million dollars), Norway (135 million dollars), the Netherlands (500 million euros), and Germany have already allocated funds for the program.
On September 18, the first deliveries of military equipment under PURL arrived in Ukraine, with new deliveries expected in the near future.
Two months after the program was launched, its funding amounted to $2.1 billion, and as of November 25, support exceeded $3 billion from nearly 20 countries.
