Security guarantees must provide lasting protection for both Ukraine and the European Union, said Rustem Umerov, Secretary of Ukraine's National Security and Defense Council (NSDC).

According to Umerov, on December 3, he held meetings with national security advisors from Germany, France, Italy, Poland, Finland, and the United Kingdom. Representatives of the EU and NATO also attended the meeting.

Umerov noted that he briefed his colleagues on the recent negotiations in Geneva and Florida. He emphasized the need for Europe to remain an active participant in the process, including in shaping future security guarantees.

"Together, we need to develop a security guarantees framework that is real and effective — for the long-term security of Ukraine and all of Europe," the NSDC Secretary said.

US peace plan

On December 2, US special envoy Steve Witkoff, together with Jared Kushner, son-in-law of US President Donald Trump, traveled to Moscow for talks with Russian President Vladimir Putin. The main topic of the meeting was the latest version of the US peace plan for Ukraine.

The Moscow meeting followed two days of negotiations in Florida between Ukrainian and US officials, as well as President Volodymyr Zelenskyy's visit to France.

Two weeks ago, the US presented Kyiv with a 28-point peace plan, which many analysts described as conditions for Ukraine's capitulation.

Since then, negotiations between the US and Ukraine have taken place in Geneva and Florida, during which diplomats finalized this peace plan.

However, ahead of the Moscow meeting, it became clear that the Kremlin is not interested in ending the war, insisting on achieving the objectives of the so-called special military operation.

After the Kremlin talks, details were released stating that Witkoff and Putin discussed the essence of the plan rather than specific proposals.

The Russian side also claimed that Putin held very useful discussions with the US envoys, but no agreement was reached on a plan to end the war in Ukraine.
