European leaders, together with US representatives, want to finalize an agreement on security guarantees for Ukraine after the war. It envisions a possible presence of US troops to ensure compliance with a future peace deal, Bloomberg reported.
According to sources, today's talks in Paris will focus on integrating the capabilities recently proposed by Washington with plans developed by the Coalition of the Willing, which consists of Ukraine's allies.
The meeting, which will take place after a series of discussions among national security advisers over the past month, will be hosted by French President Emmanuel Macron. President Donald Trump's envoys will represent the United States: Steve Witkoff and Jared Kushner.
UK Prime Minister Keir Starmer and other European leaders will also attend.
Security guarantees, identified as a key item on the agenda, include the possibility of a US military presence on Ukrainian territory after a peace agreement with Russia is reached.
However, the agency notes that the exact role of US troops and their deployment location remain unclear.
Bloomberg writes that the security guarantees for Ukraine being discussed by Europe and the United States are in "good shape."
Sources among European officials told the agency that recent talks with US representatives on this issue were positive.
One source described US proposals on intelligence sharing and potential military presence as a turning point. Another said they largely match the expected American backstop that European countries have been pressing for over the past year.
The goal of the series of meetings between representatives of the United States, Europe, and Ukraine is to finalize an agreement on security guarantees. At the same time, it remains unclear whether Russian President Vladimir Putin will agree to such terms.
According to sources, Ukraine's allies plan to insist on involving Russia in the process after reaching agreements with the United States.
At the same time, other key issues remain unresolved, including territorial ones. Moscow insists on the complete withdrawal of Ukrainian forces from Donbas, which Ukrainian President Volodymyr Zelenskyy has already rejected.
Paris meeting on January 6
Today, Tuesday, January 6, a meeting of the leaders of countries participating in the Coalition of the Willing is taking place in Paris to finalize security guarantees for Ukraine from this coalition.
Ukrainian President Volodymyr Zelenskyy has also arrived in Paris for the Coalition of the Willing meeting. He will hold several sessions, including with the US delegation and French President Emmanuel Macron.
Chiefs of general staffs of the armed forces of the Coalition of the Willing countries discussed security guarantees for Ukraine and mechanisms for their practical implementation during a meeting in Paris.
