Ukraine does not consider China a possible security guarantor after the war, since such guarantees can only be given by countries that are actually helping, President of Ukraine Volodymyr Zelenskyy told reporters on August 20.

“Why not China in the guarantees? First, China did not help us stop this war from the beginning. Second, China helped Russia by opening the drone market,” the president explained.

Separately, Zelenskyy recalled that China was among the signatories of the Budapest Memorandum, but took no steps when Russia occupied Crimea.

The president also noted that Ukraine needs security guarantees only from those states that are ready to provide real assistance and have already shown support after February 24, 2022.

Russian Foreign Minister Sergey Lavrov stated that Russia is agreeable to security guarantees for Ukraine, but with the participation of China.

German Foreign Minister Johann Wadephul emphasized that Beijing is the main supplier to Russia of dual-use goods, which can be applied both in civilian and military use, as well as the largest consumer of Russian oil and gas.
