Ukraine names agreement with Hungary to be fulfilled in 2026

Kyiv and Budapest have held constructive talks on national minority issues. The two sides agreed to continue working under a previously approved action plan, with Ukraine intending to implement part of its commitments as early as this year, Deputy Prime Minister Taras Kachka said during a meeting with journalists.
Kachka said that the talks with Hungary on national minority issues were productive and allowed both sides to agree on further steps for cooperation within the framework of Ukraine’s EU accession process.
According to him, the basis for future work remains the Action Plan on National Minorities approved by Ukraine last year.
"We had a very constructive dialogue with the Hungarians. Last year, we adopted the Action Plan on National Minorities, which forms part of our commitments under the first negotiation cluster, Fundamentals. Hungary has now agreed to move forward within the framework of this Action Plan," Kachka said.
The official noted that the Hungarian side had agreed to continue cooperation within the framework of the agreed plan.
Kachka also stressed that the planned measures concern not only the Hungarian minority but all national communities whose languages have official status in European Union member states.
According to him, this approach is in line with Ukraine’s obligations to the EU and ensures equal conditions for all national minorities.
The Deputy Prime Minister also said that the agreements reached provide for gradual amendments to Ukrainian legislation during 2026–2027. At the same time, Kyiv intends to implement part of its commitments this year.
The measures primarily concern the education sector. According to Kachka, education will be one of the first areas in which Ukraine plans to fulfill the steps agreed with Hungary under the Action Plan on National Minorities.
As previously reported, Hungarian Prime Minister Péter Magyar said he was ready to hold a meeting with Ukrainian President Volodymyr Zelenskyy and outlined a possible timeframe for such talks.
