Tusk backs EU stance to review US peace plan, rejects Russia-imposed terms

Poland's Prime Minister Donald Tusk supported European leaders' stance that the US-delivered peace plan for Ukraine must be discussed, stressing that Russia cannot dictate its terms.
Tusk said he spoke by phone with Ukrainian President Volodymyr Zelenskyy. The Ukrainian leader's position is clear: the US proposal requires joint work and further refinement.
"A moment ago in our telephone conversation, Volodymyr Zelenskyy presented his position regarding the American peace proposal. It requires common work. Russia cannot impose its conditions on Ukraine or Europe. Everything that concerns Poland must be settled with the Polish government," Tusk wrote on X.
Polish President Karol Nawrocki also criticized the US peace plan that the White House is trying to push on Ukraine. He said any peace proposals must first be approved by Ukraine and should not reward the aggressor.
Europe's reaction to the US peace plan
US and Russian officials have drafted a 28-point plan to end Russia's war against Ukraine. The US is pressuring Ukraine to agree to the plan by November 27. Otherwise, Washington warns, military aid and intelligence support could be suspended.
EU and NATO leaders issued a joint statement on November 22 regarding the peace plan for Ukraine. They said the plan could serve as a basis for a peace agreement, but requires significant revisions.
According to media reports, Europe seeks to change at least four points in the Trump peace plan. European leaders have finalized revisions to the US peace plan for Ukraine and sent the updated proposal to Washington. In the coming days, representatives from Ukraine, the US, and Europe are expected to meet in Geneva to discuss it.
