Security guarantees for Ukraine: Media publishes draft of Paris summit declaration

A draft declaration of the Paris summit of the Coalition of the Willing mentions possible US commitments to support European coalition forces in the event of an attack, according to Radio Svoboda.
According to the media outlet, the document provides for the launch of a security guarantees system once a ceasefire regime comes into effect.
It will consist of five key components:

Participation in a US-led ceasefire monitoring and verification mechanism;

Support for the Armed Forces of Ukraine;

Multinational forces for Ukraine;

Commitments in the event of a future attack;
-
Commitments to deepen defense cooperation with Ukraine.
According to the draft declaration, ceasefire monitoring will involve international partners and the countries of the Coalition of the Willing. A special commission is planned to respond to potential violations and determine further actions.
Support for the Armed Forces of Ukraine
Support for the Armed Forces of Ukraine will include funding for weapons procurement, assistance to the defense budget, access to defense stockpiles for rapid reinforcement in case of threats, as well as support in constructing defensive fortifications.
The document also separately addresses the formation of multinational forces for Ukraine. Their creation will be coordinated by the Coalition of the Willing with the aim of restoring the combat capability of the Armed Forces of Ukraine and strengthening deterrence.
These forces will operate at Ukraine’s request after a verified cessation of hostilities, will have European leadership, and will involve the US, including in intelligence and logistics.
Repeat attack by Russia
At the same time, final actions in the event of a repeat attack by Russia have not yet been agreed upon. The document states that the countries have agreed to finalize binding commitments, which may include the use of military capabilities, intelligence and logistical support, diplomatic measures, and additional sanctions.
The draft declaration also provides for deepening defense cooperation with Ukraine, including in personnel training, joint weapons production, and the exchange of intelligence.
The document states that coalition partners, as well as the United States, will play a vital and closely coordinated role in providing these security guarantees.
Paris summit
On January 6, Ukraine’s partners will gather in Paris to discuss future security guarantees for Kyiv in the event of a ceasefire with Russia. Key issues include forming a coordinated position between Ukraine, Europe, and the US, as well as the potential deployment of foreign troops after a truce is established.
At the leaders’ level, the parties are expected to finalize drafts of security agreements focusing on guarantees and Ukraine’s recovery, after which the negotiation process will continue in the United States.
Polish Prime Minister Donald Tusk did not rule out that documents formalizing a joint US-European position could be signed soon, possibly in Washington.
According to Sky News, allies are also preparing to assume legally binding commitments in the event of new Russian aggression.
Ahead of the summit, Reuters published a draft declaration providing for military, intelligence, and logistical support for Ukraine, diplomatic measures, and the imposition of additional sanctions on Russia. The document has not yet been approved by the leaders of the participating countries.
