The Russian army struck an energy facility in the city of Kharkiv earlier today, President Volodymyr Zelenskyy reported this in his evening address.

According to Zelenskyy, recovery efforts are currently underway in Kharkiv following a Russian drone strike.

"Preliminary reports indicate that no one was harmed. This was another Russian strike on an energy facility – a purely civilian one. Russia is being Russia," Zelenskyy said.

He reminded that while the world awaits Russia’s response regarding a ceasefire and direct negotiations, "they respond with new strikes and assaults."

"The only one dragging out the war, the only one responsible for both the start and the continuation of the war, is Russia. The entire world understands this clearly," the president stated.

Earlier today, the Russian army carried out a drone strike on the city center of Kharkiv. The strike was recorded in the city’s Kholodnohirskyi district.

Negotiations in Istanbul

Russian President Vladimir Putin has proposed holding peace talks with Ukraine in Istanbul on Thursday, May 15. Ukrainian President Volodymyr Zelenskyy has agreed to the proposal but emphasized that he expects Putin to be personally present at the negotiation table.

The Russian side has yet to officially respond to Zelenskyy's invitation. However, it is known that if Putin arrives in Istanbul, US President Donald Trump may also attend the negotiations.

Earlier, Trump announced that US Secretary of State Marco Rubio would travel to Türkiye. Additionally, according to media reports, Trump’s special envoys Steve Witkoff and Keith Kellogg may also take part in the talks on behalf of the American side.

Meanwhile, Russian Deputy Foreign Minister Sergey Ryabkov stated that during negotiations with Ukraine in Istanbul, Russia plans to raise issues it has previously insisted on, particularly the recognition of the occupied territories as Russian.
