DTEK emphasizes that the Russian strike on the miners was an unprovoked terrorist attack on a purely civilian facility, for which there can be no justification.

In addition, the head of the Regional Military Administration stresses that while Ternivka, where the tragedy occurred, was recovering from the experience, the Russians attacked it again at night. Russians also carried out a series of attacks on communities in the region.

Serhii Beskrestnov, an adviser to the Ukrainian Defense Minister, says that during the Russian attack on the bus in the Dnipropetrovsk region, the Russians definitely saw and recognized the target as civilian, but attacked it anyway and killed people.

The ISW states that Russia is prioritizing attacking the civilian population to continue its campaign to demoralize Ukrainians.

The Ministry of Energy of Ukraine reported this morning that after the end of the so-called energy truce, Russia is striking Ukraine's energy infrastructure again.
