Maternity hospital and miners bus hit in Ukraine: ISW explains Kremlin tactics

Russia is prioritizing strikes against civilians to continue its long-standing campaign to demoralize the Ukrainian population, according to a new report by the US-based Institute for the Study of War (ISW).
As analysts note, on February 1, Russian drones attacked several civilian facilities, resulting in significant civilian casualties.
In particular, during the day, Russian forces carried out drone strikes on a maternity hospital in Zaporizhzhia. The attack caused a fire in the gynecology admissions department, and at least six people were injured.
On the same day, Russian forces attacked facilities linked to Ukraine's largest private energy company, DTEK, in the Dnipropetrovsk region. According to Ukrainian officials, four Shahed drones struck a DTEK bus transporting miners near Ternivka.
ISW continues to assess that Russia is prioritizing strikes against civilians to continue its long-standing campaign to demoralize the Ukrainian population.
Yesterday, February 1, Russian forces attacked a service bus carrying miners in the Dnipropetrovsk region with a drone. According to updated data, 16 people were killed in the strike.
Another 16 people were injured
Ukrainian Defense Ministry adviser for technological development Serhii (Flash) Beskrestnov said that operators of Russian Shahed drones deliberately directed them at the bus and civilians.
Today, February 2, a Day of Mourning has been declared in the Dnipropetrovsk region.
