No compromises: EU demands Ukraine protect NABU and SAPO independence

Ukraine must swiftly restore the independence of its anti-corruption institutions. The European Union is uncompromising on this issue, stated European Commission spokesperson Guillaume Mercier, in a comment to RBC-Ukraine.
Mercier reminded that the EU has expressed clear concern over the Verkhovna Rada’s adoption of legislation affecting NABU and SAPO. Such changes, he said, could significantly undermine the independence of Ukraine’s key anti-corruption bodies.
"In this context, President Zelenskyy’s draft law is seen as a step in the right direction, as it aims to restore the independence of two key institutions that form the backbone of Ukraine’s anti-corruption architecture," he added.
According to him, Ukraine and the EU remain in close contact on this matter. Notably, on Monday, July 28, European Commission President Ursula von der Leyen held a substantive conversation with President Zelenskyy.
Von der Leyen emphasized that Ukraine must preserve the independence of its anti-corruption institutions, calling them the cornerstone of the rule of law in the country. She also stressed that Ukraine should adopt Zelenskyy’s draft law without delay. Until then, implementation of the controversial legislation must be suspended.
Mercier clarified that upholding the rule of law and fighting corruption are core requirements for EU accession.
"As a candidate country, Ukraine must fully comply with these standards. There can be no compromises - the EU expects the Ukrainian authorities to take decisive action to restore public and international trust by reinforcing the rule of law," he stated.
Law on SAPO and NABU
Last week, the Verkhovna Rada passed a controversial law that reduces the powers of NABU and SAPO.
The decision sparked criticism from representatives of the European Union. European Commission President Ursula von der Leyen reportedly sought clarification from Ukraine regarding the legislation.
Just days after the law was adopted, President Volodymyr Zelenskyy submitted a new draft law to the Verkhovna Rada aimed at ensuring the independence of NABU and SAPO. The Rada is expected to review it on Thursday, July 31.
