EU launches 300 million euro defense program for Ukraine

On November 25, the European Parliament adopted a law establishing the European Union’s first-ever European Defense Industry Program (EDIP). The program allocates 300 million euros to support Ukraine’s defense industry, according to the European Parliament’s official statement.
The document was approved with 457 votes in favor, 148 against, and 33 abstentions. It now needs to be ratified and implemented by national parliaments.
"The law adopted on Tuesday is designed to strengthen the EU defence industry, foster joint European defence procurement, ramp up defence manufacturing and increase support for Ukraine," the statement reads.
The first-ever European Defense Industry Program (EDIP) aims to strengthen the defense technology and industrial base and enhance overall defense capabilities.
The program’s total budget is 1.5 billion euros, with 300 million euros earmarked to support Ukraine’s defense industry. An additional 150 million euros will go to a specially created Fund to Accelerate Defense Supply Chain Transformation (FAST instrument).
Other funding options for the program include the SAFE and RRF programs. At the same time, the cost of defense product components "originating from non-associated third countries" cannot exceed 35% of the total product value.
What it means for Ukraine
In addition to the 300 million euros, Ukraine will be able to participate in joint EU defense programs. Each joint program must involve at least four countries, and Ukraine can be one of them.
A special Ukraine Support Instrument will also be created to help modernize Ukraine’s defense industry and integrate it into the European defense sector.
In January 2025, the EU announced plans to accelerate member states’ stockpiling of weapons. Brussels aims to move NATO's targets forward by 14 years.
