Zelenskyy will present victory plan at European Union Council - EU’s top diplomat
Ukrainian President Volodymyr Zelenskyy will speak at the European Union Council, which will take place on October 17-18. He is expected to present a victory plan, according to a press conference by the EU's High Representative for Foreign Affairs, Josep Borrell, following the EU Foreign Ministers' Council meeting.
"We started our Foreign Affairs Council today with Ukraine's Foreign Minister Andrii Sybiha, who briefed us about the situation on the battlefield. The Minister comments on elements of the victory plan that President Zelenskyy (President of Ukraine Volodymyr Zelenskyy – ed.) will present to the next European Union Council," said Borrell.
According to him, discussions also raised the issue of advancing and complementing Ukraine's peace formula.
Borrell emphasized that Ukraine needs to be strengthened both politically and militarily to force Russian President Vladimir Putin to begin negotiations. However, such a prospect for dialogue "is very distant."
"We consider that peace should not be confused with capitulation," added the EU's chief diplomat.
Victory plan
Ukraine has developed a victory plan to, according to Zelenskyy, force Russia to enter negotiations to end the war.
The full details of the victory plan are not yet known. However, it is expected that Ukrainian President Volodymyr Zelenskyy will present this initiative during his speech at the Council, which will take place on Wednesday, October 16.
