Zelenskyy: Six NATO nations fund Patriot and HIMARS missiles for Ukraine under PURL

Already six NATO countries have funded four packages of defense support for Ukraine totaling over $2 billion within the framework of the PURL (Prioritized Ukraine Requirements List) initiative, according to President Volodymyr Zelenskyy.
He recalled that NATO and the United States jointly created this program, and it began operating in August 2025.
The first package, worth $578 million, was funded by the Netherlands. The second, worth $495 million, was provided by Denmark, Norway, and Sweden. The third package of $500 million was funded by Germany. Another package of $500 million was announced by Canada. Deliveries of the first two packages began in mid-September.
The United States has already finalized with Canada and Germany the contents of the third and fourth packages.
“The program is working; it is helping very actively. This is the program that allows us to purchase American weapons with funds from partners in the Alliance. And these are such things as Patriot missiles and HIMARS missiles,” Zelenskyy emphasized.
The American side is now coordinating with Ukraine on the fifth and sixth packages. In parallel, work has begun on the seventh, eighth, ninth, and tenth packages. Lithuania, Latvia, Estonia, Luxembourg, Belgium, and Iceland have declared readiness to make contributions to the fifth package.
Ukraine expects to fill this program in October, and the overall goal is to add $1 billion to it every month. The PURL initiative is aimed at ensuring the rapid supply of systems and weapons that can be purchased in the United States in order to strengthen Ukraine’s positions and create conditions for achieving a just and lasting peace.
What is PURL
The PURL (Prioritized Ukraine Requirements List) mechanism is a joint initiative of the United States and NATO, created to accelerate the supply of weapons to Ukraine. Within this program, Kyiv forms a list of its most important needs in weapons and transfers it to its allies.
Partner countries finance the purchase of American weapons that meet the stated needs. The money goes into a special NATO account, after which the weapons are purchased directly in the United States.
In September, US President Donald Trump’s administration approved the first two packages of military aid to Ukraine under the PURL program.
President Volodymyr Zelenskyy recently stated that he expects European countries to allocate €1 billion per month for the purchase of American weapons within the framework of the PURL mechanism.
