Ukrainian President Volodymyr Zelenskyy on Monday, February 2, signed a decree imposing sanctions against companies of Russia's shadow fleet that transport sanctioned oil, according to a statement by Zelenskyy.

"There are also new sanctions against Kremlin propagandists and criminals involved in cyberattacks against Ukraine and our partners. We are countering all attempts by the Russian regime to destabilize the situation in Ukraine," the country's leader emphasized.

Zelenskyy noted that last week, the European Union synchronized Ukrainian sanctions against six Russian propagandists within its jurisdiction.

"Work is also ongoing on the EU's 20th sanctions package. We expect it to be adopted at the end of February. We already see that many of our proposals have been taken into account," his statement said.

Sanctions against Russia

The European Union intends to approve another 20th package of sanctions against Russia on February 24.

The new EU sanctions package against the aggressor country is intended to block Russia's shadow fleet, which allows Russia to earn oil revenues.

Earlier, German Foreign Minister Johann Wadephul said that the 20th package of anti-Russian sanctions should limit Russia's energy revenues, weaken the shadow fleet, and block sanctions evasion schemes.

The United States continues to increase sanctions pressure on Russia. In particular, US President Donald Trump signed a bipartisan law that significantly expands the scope of restrictions.

In October 2025, the United States imposed sanctions against two Russian oil giants, Rosneft and Lukoil. The restrictions were introduced to increase pressure on the Kremlin and force the Russian president to enter negotiations with Ukraine.
