EU's 20th sanctions package on Russia: When approval is expected

The European Union plans to adopt another 20th package of sanctions against Russia on February 24, said EU High Representative Kaja Kallas during a press conference in Brussels.
"On the 20th package of sanctions, we aim to come out with this on 24 February," Kallas said.
According to Kallas, European countries are proposing various sanctions, including a full ban on maritime services, as well as issues related to energy sanctions and mineral fertilizers.
She noted that proposals are already on the table and that work is ongoing.
The EU’s top diplomat added that European countries have not yet reached an agreement on the contents of the package.
Kallas said that she could not say there was agreement at this stage, noting that if consensus had already been reached, it would have been announced. She added that work on the issue was continuing.
Sanctions against Russia
The new European Union sanctions package against Russia is expected to block Russia’s so-called shadow fleet, which enables Moscow to earn revenue from oil exports.
Earlier, German Foreign Minister Johann Wadephul said that the 20th package of anti-Russian sanctions is intended to limit Russia’s energy revenues, weaken its shadow fleet, and block sanctions evasion schemes.
The United States continues to increase sanctions pressure on Russia. In particular, US President Donald Trump signed a bipartisan law that significantly expands the scope of restrictions.
RBC-Ukraine also reported that in October 2025, the United States imposed sanctions on two of Russia’s oil giants, Rosneft and Lukoil. The measures were introduced to increase pressure on the Kremlin and force the Russian President to enter negotiations with Ukraine.
