The Coalition of the Willing, the United States, and Ukraine have agreed on steps toward a ceasefire. However, Russia has yet to confirm its readiness to comply, according to The Financial Times.
Ukrainian and US representatives meeting in Paris within the framework of the Coalition of the Willing agreed on a series of measures to implement and enforce a ceasefire.
However, it remains unclear whether Russia will accept the proposed terms.
The United States, for its part, has said it is prepared to monitor the de facto ceasefire line using modern technologies such as sensors, drones, and satellites. Washington has also expressed support for providing Ukraine with security guarantees that would partially mirror NATO's Article 5 collective defense provisions.
At the same time, Financial Times correspondent Christopher Miller noted that serious questions remain about whether political leaders are truly ready to move from theoretical promises to binding commitments. These include the potential deployment of troops, aircraft, or naval forces if necessary, and whether such forces would, in practice, be willing to confront Russia in the event of a renewed invasion.
“There are major questions over just how many leaders will be prepared to move from theoretical pledges of deploying troops, aircraft, or ships, to binding promises that their armed forces would, if necessary, fight Russia should Moscow reinvade," Miller said.
The Paris talks marked an important stage in diplomatic efforts on Ukraine. The coalition aims not only to halt hostilities but also to establish a system of guarantees that would ensure lasting security and protect Ukraine’s sovereignty in the event of renewed aggression.
Discussions of peace initiatives
In Germany, officials believe that a ceasefire in Ukraine is only possible with the backing of both the United States and Europe, which would need to provide security guarantees and ensure the preservation of Ukraine’s sovereignty.
Ukraine's allies plan to assume concrete, binding commitments that would come into force in the event of renewed Russian aggression. These provisions are included in a draft Paris agreement on security guarantees for Ukraine.
At a later stage, leaders are expected to finalize the security documents, with a focus on security guarantees and Ukraine's recovery. This would be followed by consultations in the United States involving a broader group of countries.
