US halts development of peace plan for Ukraine: The Telegraph reveals reason

The US authorities have temporarily halted work on a peace plan to end Russia's war against Ukraine. Washington wants Europe to have a seat at the negotiating table, The Telegraph informs.
According to the British newspaper, US Special Envoy for Ukraine and Russia Keith Kellogg wants to hold individual talks with NATO allies before finalizing the peace plan.
Kellogg noted that in discussions with European diplomats, he aims to learn their views on the framework of any potential peace agreement and understand what contributions their governments could make to the process.
Kellogg stated that he intends to hold such talks with the prime ministers and presidents of NATO member countries. This is meant to reassure those states concerned that Washington might "sideline" them in the negotiations.
At the same time, according to The Telegraph, Kellogg promised to present elements of the peace plan at the Munich Security Conference. The newspaper suggests that this could involve a proposal for continued military support to Ukraine in exchange for access to Ukrainian rare earth resources.
The Telegraph clarifies that European officials who have already spoken with Kellogg received assurances of Washington's intention to strengthen Ukraine's position in future negotiations with Russia.
Rumors about the peace plan
Earlier, Bloomberg reported that US Special Envoy for Ukraine and Russia Keith Kellogg was planning to present a peace plan to NATO allies, supposedly at the Munich Security Conference.
However, Kellogg later denied these rumors. According to him, only President Donald Trump can present a peace plan regarding Ukraine.
