UN documents new horrific Russian crimes in Ukraine – MFA

The UN Independent International Commission of Inquiry on Ukraine has documented new Russian crimes against humanity. It emphasizes the importance of holding those responsible accountable, according to the Ministry of Foreign Affairs of Ukraine.
The Ministry of Foreign Affairs noted that during its third year of work, the Commission recorded additional grave violations of human rights and international humanitarian law by Russian forces in Ukraine. Experts found undeniable evidence and testimonies of horrific crimes systematically committed by Russia during its armed aggression against the Ukrainian state.
The Commission’s report shows that the Russian Federation continues to torture civilians and prisoners of war, hold hostages in inhumane conditions, and use sexual violence as a method of torture, including against detained men. It presents shocking evidence of numerous executions of prisoners of war and the implementation of a "no prisoners" policy by the Russian command, which is a direct and cynical violation of the Geneva Conventions.
"The Commission explicitly states that massive and systematic torture and enforced disappearances are not only war crimes, but elements of a deliberate Russian state policy operating with absolute impunity," the MFA stated.
The Commission classifies these actions as crimes against humanity, carrying the highest level of international responsibility.
The Commission’s findings highlight the urgent need for continued international investigations into all Russian crimes, holding perpetrators accountable, establishing a special tribunal for the crime of aggression, and strengthening sanctions pressure.
Russian crimes in Ukraine
Recently, it became known that Russian forces likely executed at least five unarmed Ukrainian soldiers who had been taken prisoner. A video of the execution was published online.
Additionally, in February 2025, another video surfaced showing the execution of Ukrainian soldiers who had been captured by Russian forces in the Kursk region. The footage shows a Russian soldier deliberately shooting a Ukrainian prisoner of war in the head. According to one of the Ukrainian fighters, the victims were soldiers of the 82nd Brigade.
Meanwhile, Human Rights Ombudsman Dmytro Lubinets reported that in 2024, the execution of 109 Ukrainian prisoners of war by Russian forces was officially confirmed. He added that over previous years, a total of 177 documented cases of the Russian military killing Ukrainian defenders had been recorded.
