Ukrainian forces have carried out more than 160 strikes on oil refineries and other facilities deep inside Russia, resulting in a 90% reduction in oil production and causing a fuel shortage of more than 20%, says Security Service of Ukraine (SBU) head Vasyl Maliuk during a briefing for journalists.

The head of the Security Service of Ukraine, Vasyl Maliuk, says that in recent months, Ukrainian forces have carried out over 160 precision strikes on oil refineries and other facilities in Russia.

According to him, in September-October, many key oil refineries were hit, leading to a 90% drop in oil production and a fuel shortage of over 20%.

Maliuk also notes that since the beginning of 2025, 40% of Russian Pantsir systems have been destroyed, while, according to his data, Russia produces only about 30 of them per year.

"In addition to sanctions, we also have kinetic sanctions. That is, deep strikes work in the deep rear, using drones. We are talking about a distance of 120 kilometers plus," he says.

Maliuk also stresses that, in accordance with the tasks set by Ukrainian President Volodymyr Zelenskyy, only legitimate targets are being used - oil production and oil refining.

"This is 90% of the budget of the Russian Ministry of Defense, that is, dirty oil rubles with which the enemy is killing us," he explains.

Strikes on oil refineries in Russia

Back in September, Ukraine's Special Operations Forces disabled the Ilsky oil refinery in the Krasnodar region of Russia.

The operation was carried out in cooperation with Russian partisans. In total, on the night of September 7, the Ukrainian Defense Forces struck several targets in Russia.

The soldiers attacked part of the Staloy Kon oil pipeline and the Ilsky oil refinery.

At the same time, just a day earlier, on September 6, the Unmanned Systems Forces released a video report on the results of strikes on Russian oil refineries in August this year. At that time, operators of the 14th Unmanned Systems Forces regiment had carried out 11 deep strike operations.

On the night of October 29, the Ukrainian Defense Forces carried out a series of precision strikes on strategic targets of Russia's military-industrial complex.
