Ukraine and the United States held a series of substantive meetings in Miami from December 19 to 21, focusing on four key documents that are part of a future peace agreement, according to Rustem Umerov, Secretary of Ukraine's National Security and Defense Council, and US Special Envoy Steve Witkoff.

According to Umerov, over the three days in Florida, the Ukrainian delegation held "a series of productive and constructive meetings" with American and European partners.

The Ukrainian delegation included Umerov and Lieutenant General Andrii Hnatov, Chief of the General Staff of the Armed Forces of Ukraine. The American side was represented by Special Envoys Steve Witkoff and Jared Kushner, and White House staff member Josh Gruenbaum. Key national security advisors from European countries also participated.

"A separate constructive meeting was also held in a US-Ukraine format, during which four key documents were focused on: further development of a 20-point plan, aligning positions on a Multilateral security guarantee framework, aligning positions on a US Security guarantee framework for Ukraine, and further development of an economic & prosperity plan," Umerov said.

The parties also discussed timelines and the sequence of next steps. According to Umerov, Ukraine remains committed to achieving a fair and sustainable peace, stopping killings, and securing guaranteed safety, while creating conditions for Ukraine's recovery, stability, and long-term prosperity.

"Peace must be not only a cessation of hostilities, but also a dignified foundation for a stable future. Ukraine highly values the leadership and support of the United States and the continued close coordination with its partners in the next stages of this important work," Umerov added.

Witkoff published a similar statement, confirming that the negotiations covered the development of a 20-point peace plan, coordinated positions on multilateral security guarantees, and the creation of an economic development and prosperity plan for Ukraine.

"Ukraine remains fully committed to achieving a just and sustainable peace," Witkoff said.

President Volodymyr Zelenskyy confirmed that December 21 marks the third day of peace plan negotiations in Florida between the Ukrainian and US delegations. After the meeting, the president expects a report from the negotiation team.

The previous round of talks in Miami took place on December 19. The agenda included a 20-point general plan, security guarantees, and an agreement on Ukraine's reconstruction.
