Romania announced its financial participation in the international mechanism supporting Ukraine’s defense, joining an initiative coordinated by the US and backed by several European partners, according to Romanian Foreign Minister Oana Țoiu on X.

Romania’s contribution to the PURL initiative

The Romanian government decided to join the PURL initiative, which involves creating a Priority Ukraine Procurement List for defense purposes.

Under this mechanism, Bucharest will allocate €50 million, aligning with most European allies and other like-minded countries.

Romanian Foreign Minister Oana Țoiu stated that the funding will be provided within the approved 2025 budget ceiling.

She emphasized that Romania’s participation in the PURL initiative aims to strengthen Ukraine’s defense capabilities and create conditions for achieving sustainable peace.

Connection to NATO commitments

Romanian diplomats highlight that participation in the US-led PURL mechanism directly aligns with Romania’s NATO obligations and its strategic partnership with Washington.

The contribution is also seen as a measure to enhance regional security and collective stability.

“The Government of Romania has adopted a decision to join the states contributing to the United States’ proposal regarding the “Priority Acquisition List for Ukraine’s Defense” (PURL), with a contribution of EUR 50 million, alongside the majority of European allies and other likeminded statess,” Țoiu wrote.

Diplomatic context

Romanian Foreign Minister Oana Țoiu also noted that recent contacts in the US provided additional momentum to efforts aimed at achieving a just and lasting peace.

According to her, Bucharest continues to participate in European and allied dialogues focused on establishing reliable security guarantees for Ukraine and the broader region.

“Romania contributes to European and allied diplomatic dialogue and to joint efforts aimed at generating significant security guarantees for both Ukraine and the region,” she added.

Australia and New Zealand have also joined the PURL initiative, through which allies fund the delivery of US weapons and military equipment to Ukraine, while announcing their own aid packages: Canberra provides $63 million, and Wellington $8.7 million to support Ukrainian defense capabilities.

Ukraine is expected to receive approximately $5 billion worth of arms from US stockpiles under the PURL mechanism, which NATO representatives regard as a key tool for quickly addressing the most critical Ukrainian defense needs.
