Recipe for ending the war
The foreign minister reminded partners of Ukraine’s approach to ending the aggression. He emphasized that the key elements are active US engagement, significantly increasing the cost of war for Moscow, a deterrence package, and systematic support for Ukraine.
According to Sybiha, Russia’s worsening positions on the battlefield and in the economy can force the Kremlin to seek peace.
In this context, any steps to ease pressure on the aggressor are counterproductive.
"We have entered a phase in which Russia’s winter terror has been defeated, while Russia is losing over 30,000 occupiers each month and more territory than it captures," he stressed.
Restrictions for Russians and strikes deep into Russia
The minister noted that raising the cost of war should include not only battlefield losses but also full isolation.
An additional measure could be banning Russian combatants and their family members from entering G7 countries.
Regarding the military aspect, Sybiha emphasized that Ukraine will not slow down its efforts to strike the enemy.
"We are not going to ease our pressure — on the contrary, strikes deep into Russia will only increase. It is only fair that the war returns to where it came from," the foreign minister said.
Deterrence package and guarantees
Ukraine expects investments in its defense industry, strengthening air defense, and unlocking the EU support package of €90 billion.
Sybiha also highlighted the need for legally binding security guarantees with US support.
Diplomatic efforts and the negotiation situation
Earlier, Ukrainian President Volodymyr Zelenskyy stated that following recent talks in the United States, there is currently no real movement toward peace, as Moscow is not showing readiness for a diplomatic settlement.
Also today, March 27, Andrii Sybiha met with US Secretary of State Marco Rubio. The sides discussed the battlefield situation and coordinated steps to increase pressure on the aggressor.
In addition, it was announced that on March 31, a large European Union delegation led by Kaja Kallas will arrive in Kyiv. The visit is timed to coincide with the anniversary of the tragedy in Bucha.
