Ukraine's govt requests over UAH300 bln from parliament for 2023: What for Prime Minister of Ukraine Denys Shmyhal (Vitalii Nosach, RBC-Ukraine)

The government has proposed to the Verkhovna Rada (Ukraine's parliament) to increase state budget expenditures by over 300 billion hryvnias. The corresponding bill has already been introduced to the parliament.

The government has approved a bill to increase the expenditures of the state budget for 2023 by 328.5 billion hryvnias to finance the security and defense sector as well as top-priority issues.

What is proposed:

  • In the general fund, 302.6 billion hryvnias are allocated for the security and defense sector.
  • In the special fund, 6 billion hryvnias are allocated to support infrastructure restoration projects.
  • Other expenditures amount to 19.9 billion hryvnias, including 16.5 billion hryvnias for supporting the Internally Displaced People.

As the Ministry of Finance explains, the proposed increase in expenditures is expected to be implemented by reducing general fund expenditures by a total of 11.4 billion hryvnias and increasing EU aid by 26.1 billion hryvnias.

  • +13.2 billion hryvnias - procurement and modernization of military equipment and weaponry for the Ukrainian Armed Forces,
  • +2 billion hryvnias - State Special Transport Service,
  • +4.3 billion hryvnias - Ministry of Strategic Industries,
  • +2.5 billion hryvnias - Defense Intelligence,
  • +4.2 billion hryvnias - Security Service of Ukraine,
  • +230.5 million hryvnias - State Protection Service,
  • +500.7 million hryvnias - Foreign Intelligence Service,
  • +570.1 million hryvnias - State Special Communications and Information Protection Service of Ukraine.

Budget-2024

Prime Minister Denys Shmyhal announced on September 5 during a Cabinet meeting that the government was finalizing the preparation of the 2024 state budget, planning to submit it to the parliament by September 15. As he says, the top priority, as in 2023, will be the security and defense sector.

Earlier, Finance Minister Serhiy Marchenko stated that Ukraine would need more than $40 billion in international assistance in 2024, not guaranteed as of now.
