Ukraine receives record $45 billion in military aid in 2025

In 2025, Ukraine received $45 billion in international military aid, with the bulk of funds directed toward weapons, air defense systems, and the development of the country’s defense industry, according to Ukrainian Defense Minister Denys Shmyhal.
"Last year set a record for international support of Ukraine's security. Total assistance exceeded $45 billion — the highest level since the full-scale war began and nearly 30% more than in 2024," Shmyhal said.

"Over $6 billion was allocated to develop Ukraine’s defense industry through joint programs with Denmark. Nearly $3 billion came from profits on frozen Russian assets in the EU and the UK, allowing us to purchase weapons and expand our defense sector," the minister added.
Shmyhal also noted that international aid is becoming long-term and systematic, strengthening Ukraine’s defense capabilities, deterring Russian aggression, and supporting a just peace in Europe.
International support for Ukraine
Since Russia’s full-scale invasion in 2022, international assistance to Ukraine has steadily increased.
Earlier, major arms and equipment deliveries were sporadic, but in 2025, aid became more systematic, including investments in joint production, defense industry development, and the use of frozen Russian assets.
On Monday, December 29, the Italian government, led by Prime Minister Giorgia Meloni, approved a new military aid package for Ukraine. The decision was supported despite opposition from the right-wing party Lega, which opposes further military support for Kyiv.
In 2026, Germany plans to provide Ukraine with €11.5 billion in aid, as outlined in the state budget. Additional funds will be used to purchase drones, armored vehicles, and replace two Patriot air defense systems.
Two Patriot air defense systems recently delivered by Germany are already protecting Ukrainian cities and key infrastructure.
