Ukraine and US to sign minerals deal within 24 hours – Ukrainian PM

The signing of a minerals deal between Ukraine and the United States is expected in the near future, after which Ukraine will take its first step toward implementing the project, stated Ukrainian Prime Minister Denys Shmyhal.
He said that First Deputy Prime Minister and Economy Minister Yuliia Svyrydenko has already departed for Washington, where final details of the agreement, focused on establishing an investment fund, are being finalized.
Shmyhal emphasized that the agreement is based on equal partnership and aims to enable joint investment in Ukraine’s development and reconstruction.
"As soon as all the details are finalized, hopefully within the next 24 hours, the agreement will be signed," the Prime Minister said.
He added that following the main agreement with the US, two additional technical agreements related to the fund’s creation and financing are also expected to be signed.
The government has already approved the key provisions, and all necessary approvals from relevant ministries have been secured. According to the Prime Minister, Ukraine is technically ready to sign the deal as soon as it receives final information from its American counterparts.
Minerals deal
In February 2025, Kyiv and Washington planned to sign a framework agreement on cooperation in rare earths, but the process was delayed due to tensions between President Volodymyr Zelenskyy and US President Donald Trump during Zelenskyy’s visit to Washington in late March. Following the incident, the US sent Ukraine a revised version of the agreement.
Several technical online meetings followed, during which the two sides discussed the terms of cooperation. In early April, Ukraine’s Foreign Minister Andrii Sybiha stated that Kyiv had finalized its position on the agreement and was preparing a delegation for talks in Washington.
As President Zelenskyy noted on April 28, the new deal with the US is now "stronger" and "more equal."
According to sources, Ukraine and the US may sign the minerals deal as soon as today, April 30. Deputy PM Yuliia Svyrydenko is currently in Washington.
