Russian massive attack on Ukrainian energy system: 12 hits recorded
On the night of November 28, 2024, Russia attacked Ukraine's critical infrastructure. A total of 12 hits were recorded, mainly at facilities in the fuel and energy sector, according to the Ukrainian Air Force.
As noted in the report, almost 90% of Kalibr and Kh-101 cruise missiles were shot down as a result of the air battle. In addition, 3 guided missiles and 35 Russian drones were shot down, and over 60 were lost locally.
“Recently, Russia has been using a large number of missiles and drones during air attacks. Their massive use in certain areas often exceeds the number of cover assets,” the statement says.
In addition, Russia uses modern means of air attack, constantly improving them. It is about firing thermal and radar traps, as well as using electronic warfare personal protective equipment installed directly on missiles, the Ukrainian Air Force says.
“All of this significantly complicates the work of Soviet-made anti-aircraft missile systems in service with the Air Force. Western systems work much more effectively in such conditions, which are not enough in Ukraine to reliably cover hundreds of critical infrastructure facilities,” the statement says.
That is why, during massive Russian attacks, maximum forces and means are used, including aviation, electronic warfare, chemical warfare, and mobile fire groups.
Also, on the eve of attacks on Ukraine, Russia takes into account meteorological conditions that significantly affect the work of mobile fire groups and fighter aircraft. “The dense fog and cloud cover observed in many regions at the time of the attack did not allow pilots and crews of the mobile fire groups to perform their tasks effectively,” the Air Force adds.
Schedules of power outages
Ukrenergo imposed emergency blackouts due to a massive Russian attack on November 28 at around 6:30 a.m. Kyiv time. They were canceled around 11:30 a.m. Kyiv time. Normal blackout schedules are now in effect in Ukraine.
President Volodymyr Zelenskyy reports that Russia used Kalibr missiles with cluster munitions in a massive attack on Ukraine on November 28.
According to the President of Ukraine, these cluster munitions make it much more difficult for rescuers and power engineers to eliminate the consequences of the strike, and this is a very despicable escalation of Russian terrorist tactics.

Earlier, the Ukrainian Air Force reported that on the night of November 28, 2024, Russia attacked Ukraine with missiles of various types and attack drones. A total of 188 air attack weapons were used by Russia:
- 3 S-300 anti-aircraft guided missiles from Belgorod region to Kharkiv region;
- 57 Kh-101 cruise missiles from Tu-95MS strategic bombers, launch area - Volgograd region
- 28 Kalibr cruise missiles, launch area - Black Sea;
- 3 Kh-59/69 guided missiles, launch area - airspace over the Black Sea;
- 97 Shahed drones and unidentified drones from the areas of Kursk, Primorsko-Akhtarsk, Orel, Bryansk, and Millerovo.
