Russia uses hybrid tactics in relations with Europe, says Ukrainian intelligence

Russia is using a hybrid approach in its relations with European countries, including the use of drones, support for pro-Russian forces, and other tactics, stated Vadym Skibitskyi, Deputy Chief of Ukraine's Defense Intelligence (HUR), during the forum Energy that keeps Ukraine running.
"When it comes to Russia's economy, it's already a confirmed fact that it is in a state of recession. In any case, more than 40% of the federal budget is spent on defense and the war," Skibitskyi said.
He added that Russia is actively reforming its military forces. The armament program currently being developed through 2036 clearly indicates that Moscow is preparing for a potential military conflict with Europe, primarily with NATO.
"This isn't just our assessment of military development, it's confirmed by the documents we have. When the Russian Defense Minister presented the weapons concept until 2036 in June, the first point clearly stated that this concept is aimed at preparing the Russian army for war against NATO by 2030," Skibitskyi noted.
According to him, today Russia is demonstrating a powerful hybrid strategy toward Europe. This includes not only drones appearing over many EU countries but also cyberattacks and support for pro-Russian forces or far-right organizations aligned with Moscow's policies.
"Today Russia is testing Europe's reaction, trying to define for itself a red line for further actions. And most importantly, it will not stop at these ambitious imperial plans voiced by Putin and the Russian leadership since 2007–2008," Skibitskyi concluded.
He added that the world is now seeing the results of plans Putin's regime has been implementing since then.
Russia's preparation for war with Europe
Recently, reports in Western media have increasingly highlighted Russia's preparations for an invasion of European countries and a possible war with NATO.
In April, The Wall Street Journal reported that Russia is preparing additional troops near its borders with Europe.
German Defense Minister Boris Pistorius has not ruled out the possibility of a war between Russia and NATO and urged allies to be ready for potential threats.
According to German intelligence, Russia is boosting defense spending and preparing for a possible invasion of Europe closer to 2030.
