Ukraine's military intelligence claims that the Kremlin has already formalized the respective plans in official strategic documents approved by the leader of the Russian Federation, Vladimir Putin.
According to Ukraine's Defense Intelligence, during the period 2030–2035, Russia forecasts the emergence of numerous armed conflicts involving itself — primarily in the directions of Poland, the Baltic countries, Scandinavia, and the Arctic.
In total, in the European direction alone, Russian military personnel count up to 10 potential wars.
Building up the army for future aggression
Despite the full-scale war against Ukraine, Moscow is already implementing a large-scale reform of the armed forces.
By 2029, it is planned to create two new military districts — Leningrad and Moscow — with formed army corps and divisions.
The key task is the formation of a powerful military grouping on the western strategic direction.
According to intelligence data, alongside the reform, there is an increase in the production of high-precision weapons and strike drones. The Russian defense industry has been operating in “wartime rails” mode for the third year.
Funding and mobilization resources
Russia's official military expenditures amount to about 130–140 billion dollars per year, but actual expenses may be significantly higher — the intelligence notes.
At the same time, Russia retains a significant mobilization potential — up to 5 million people, which, in the opinion of the intelligence, allows for planning large-scale operations in Europe.
The rhetoric of the Kremlin also leaves no doubt about its intentions — it increasingly demonstrates open aggression towards NATO and EU countries.
Russia is preparing for war with NATO
In recent years, Poland has taken a course toward increasing and modernizing its own army, purchasing modern types of weapons.
Earlier, the head of the Ministry of Foreign Affairs of Poland stated that currently, Russia is unable to defeat Ukraine without external assistance. However, in the event of capturing Ukraine and its resources, Russia would gain a significant advantage in the balance of power.
Additionally, the Russian Federation is directing funds towards preparation for a major war — the largest armament program.
According to the head of intelligence, Kyrylo Budanov, the core of the plan is a confrontation with NATO.
