Russia is stalling on sending Ukraine its so-called memorandum on a ceasefire. This suggests the document is filled with ultimatums, Spokesperson of the Ministry of Foreign Affairs of Ukraine Heorhii Tykhyi reports.

"The Russians' fear of sending their 'memorandum' to Ukraine suggests that it is likely filled with unrealistic ultimatums, and they are afraid of revealing that they are stalling the peace process," the Foreign Ministry Spokesperson emphasized.

Tykhyi also added that the Russians are obligated to deliver the document, as previously stated by Foreign Minister Andrii Sybiha.

"If that's not the case - they must immediately send the document, as Foreign Minister Andrii Sybiha said, and stop these games that only show they likely want the next meeting to be pointless," the Foreign Ministry Spokesperson explained.

Russian memorandum and new negotiations

After the talks in Istanbul, Russia announced it would prepare its memorandum outlining its vision of a ceasefire, which is supposedly meant to be a step toward a future peace agreement.

On Wednesday, May 28, Russian Foreign Minister Lavrov stated that Russia is offering Ukraine a second round of negotiations, which they want to hold on June 2 in Istanbul, where they plan to present their memorandum.

Defense Minister Rustem Umerov said that Ukraine has already sent its proposals to Moscow. Foreign Minister Andrii Sybiha called on the Kremlin to immediately send Ukraine the memorandum without waiting until Monday.

However, Putin's office called Sybiha's demand unconstructive and pointed back to the ongoing talks.
