Even during war, there are boundaries that neither side of the conflict should cross, said Kyrylo Budanov, head of the Office of the President, in a comment to RBC-Ukraine.

Actions during war that are unacceptable

According to Budanov, war is always accompanied by cruelty, but even in such conditions, certain rules must apply.

"This is a terrible event that takes thousands of lives, destroys cities, and ruins destinies. But even here, there must be boundaries that no one can cross under any circumstances," he said.

Among unacceptable actions, the head of the Presidential Office listed:

  • deliberate attacks on hospitals and maternity wards;

  • strikes on historical and cultural sites;

  • killing of civilians, especially children.

On strikes against civilians

Budanov emphasized that he cannot understand the use of weapons against people who are unable to resist.

"Despite all the cruelty of war, I cannot understand who and under what circumstances could raise a weapon against a child or an elderly person who is physically unable to defend themselves," he stated.

In his view, such actions represent a loss of human dignity.

Position on strikes against political centers

Budanov also spoke out against strikes on political centers and locations where the leaders of warring countries are present.

"It does not matter whether we are talking about Kyiv or, hypothetically, Valday. Especially now, during a difficult process of peace negotiations," he said.

He added that amid complex peace talks, adhering to the rules is particularly important. According to Budanov, even despite an unjust and aggressive war, the sides must follow certain principles.

"Only in this way can we bring closer the long-awaited, lasting peace," he concluded.

Ukraine–Russia talks

At the beginning of 2026, dialogue between Ukraine and Russia on a possible end to the war intensified with US mediation. Several rounds of talks have already taken place, including in the UAE and Switzerland.

Following the latest meeting in Geneva, the parties were able to reach some understanding on military issues, particularly regarding mechanisms to monitor a potential ceasefire. At the same time, there has been no significant progress on the political track — the key point of dispute remains the question of control over the non-occupied territories of the Donbas.

President Volodymyr Zelenskyy previously stated that the next round of negotiations could take place by the end of February. Ahead of the new consultations, the head of the Ukrainian delegation, Rustem Umerov, received relevant instructions from the President.
