Romania has signed an agreement with the Israeli company Rafael Advanced Defense Systems for the supply of air defense systems worth over 2 billion euros, according to the Romanian Ministry of National Defense.

It is noted that a framework agreement was signed, which provides for the conclusion of three contracts to purchase six integrated short-range and very short-range air defense systems (SHORAD-VSHORAD).

In addition, Romania will receive training resources for its military personnel, as well as logistical support and ammunition.

"The framework agreement will be implemented over 7 years, with the first 2 VSHORAD systems to be delivered within 3 years after signing the first subsequent contract," the Romanian Ministry of Defense added.

The purpose of the agreement is to modernize the air defense capabilities of the Romanian army, specifically to be able to intercept drones and cruise missiles.

What is known about SHORAD-VSHORAD

SHORAD (Short Range Air Defense) and VSHORAD (Very Short Range Air Defense) are short-range air defense systems designed to protect troops, infrastructure facilities, and mobile units from aerial threats at low altitudes and short distances. VSHORAD covers an extremely short range — typically up to 6 km — and is often based on man-portable air defense systems (MANPADS) such as the FIM-92 Stinger or Igla-type MANPADS.

In contrast, SHORAD can cover areas up to 20–30 km and employs more powerful means, including self-propelled platforms (for example, NASAMS, Skynex, Gepard, Avenger).

These systems have gained special importance in modern conflicts due to the widespread use of drones, cruise missiles, and helicopters flying at low altitudes. Thanks to their mobility, rapid response, and ability to operate as part of a multi-layered air defense system, SHORAD and VSHORAD play a key role in defending against mass attacks and in maneuver warfare.

Their integration with radar systems and command-and-control centers allows for effective detection, tracking, and destruction of targets before they pose a critical threat.
