Members of the US Congress knew nothing about the new peace plan being developed by President Donald Trump's team until media reports appeared, The Hill reports.

Republican senator Lindsey Graham, a co-author of a bill imposing tough sanctions on Russia, said he knew nothing about the plan.

At the same time, he stated that no plan would work without significant US military support for Ukraine and measures that would undermine Russia's ability to finance the war.

Graham also expressed hope that the leak of information about the plan would prompt consideration of a bipartisan initiative to impose secondary sanctions on those who actively trade with Russia.

"No plan will work unless Putin and his allies believe that we're serious about more military aid, more capability of Ukraine to hurt Russia militarily, and more economic ruin coming to those who prop up Putin's war machine," he said.

Republican senators Mike Rounds and Peter Ricketts, who serve on the Europe subcommittee of the Senate Foreign Relations Committee, also said they were not aware of any details of the plan.

Republican congressman Don Bacon, who will soon leave office, criticized the Trump administration for, as the media reported, negotiating with Russians without Ukraine's involvement and appearing to pressure Kyiv.

"This sounds like 1938 Munich," he wrote on X, referring to the agreement criticized for attempting to appease Nazi Germany by giving it certain territories, which encouraged Adolf Hitler to try to conquer Europe.

US peace plan regarding Ukraine

According to media reports, American officials have been secretly consulting with Russian counterparts to develop a new peace plan regarding Ukraine.

The plan reportedly consists of 28 points. It envisions fulfilling the Kremlin's maximalist demands, including Ukraine giving up part of its territory, certain types of weapons, and reducing the size of its Armed Forces.

At the same time, Western media reported that the proposals were drafted without Ukraine's participation. Ukraine is expected to be presented with the plan as a fait accompli — a US delegation is scheduled to deliver the initiative in Kyiv on November 20.

Financial Times journalist Christopher Miller wrote that Ukraine received an urgent proposal from the envoy of Russian leader Kirill Dmitriev and US presidential envoy Steve Witkoff. It was delivered to the Secretary of Ukraine's National Security and Defense Council, Rustem Umerov. Such a proposal, he noted, is effectively equivalent to Ukraine's capitulation.

Today, the media reported that US President Donald Trump has already approved the peace plan to end Russia's war against Ukraine.

At the same time, US Secretary of State Marco Rubio confirmed the development of potential ideas to end Russia’s war against Ukraine.
