US President Donald Trump has already approved a peace plan to end Russia's war against Ukraine, for which White House officials consulted with Russian counterparts. It consists of 28 points, NBC News reports.

According to a White House source cited by the outlet, this is the plan that senior members of the Trump administration had been secretly developing over the past several weeks, consulting with Russian special envoy Kirill Dmitriev and Ukrainian officials.

The plan was developed by Trump's special envoy Steve Witkoff, Vice President JD Vance, Secretary of State Marco Rubio, and the US president's son-in-law Jared Kushner.

"The plan focuses on giving both sides security guarantees to secure a lasting peace. It includes things Ukraine wants and needs to have a durable peace," a White House representative told NBC News.

At the same time, the official did not reveal any further details of the plan. He only noted that the document still requires discussion with Ukraine and Russia.
Meanwhile, three US officials told the outlet that the plan's framework has not yet been presented to the Ukrainian authorities, and that the completion of the draft coincided with a visit by a US Army delegation to Ukraine.

"Ending a complex and deadly war such as the one in Ukraine requires an extensive exchange of serious and realistic ideas. And achieving a durable peace will require both sides to agree to difficult but necessary concessions," Rubio wrote on X.

Sources told the outlet that Ukraine did not participate in drafting the plan and was informed only of its general outline, without receiving detailed information or any proposals.

At the same time, Republican Senator Lindsey Graham told NBC News that he was not aware of the plan.

"But I will say this: I hope there's no plan out there — no plan will work unless (Russian President Vladimir - ed.) Putin believes that we're serious about continuing to provide higher-end military aid to Ukraine," he said.

US peace plan

Earlier, the media reported that American officials had been secretly consulting with Russians to develop a new peace plan regarding Ukraine.

The plan is said to consist of 28 points. It envisions peace in Ukraine, security guarantees, and more.

At the same time, the plan includes fulfilling the Kremlin's maximalist demands, in particular Ukraine's renunciation of part of its territory, certain types of weaponry, and a reduction of the size of the Armed Forces.

Western media also reported that the proposals were drafted without Ukraine's participation. Ukraine is expected to be presented with the plan as a fait accompli — the initiative is to be delivered in Kyiv by a US delegation on November 20.

Russian officials have already stated that they are not aware of any peace proposals from the United States.

Financial Times journalist Christopher Miller wrote that Ukraine received an urgent proposal from the Russian envoy, Kirill Dmitriev, and the US presidential envoy, Steve Witkoff. It was delivered to the Secretary of Ukraine's National Security and Defense Council, Rustem Umerov. Such a proposal, he noted, is effectively equivalent to Ukraine's capitulation.

According to Financial Times sources, the plan is currently at the conceptual stage.
