One of the consequences of disputes between the United States and European countries over Greenland could be a more complicated process of engaging NATO members in participation in the PURL program for Ukraine, Ukraine's Ambassador to NATO Alyona Getmanchuk said in an interview with RBC-Ukraine.

"I will not hide the fact that one of the short-term practical consequences for Ukraine in the situation surrounding Greenland may be a more difficult process of encouraging European NATO member countries to participate in PURL. First of all, countries that have the greatest financial capacity to contribute," she explained.

Getmanchuk added that three countries have made the largest contributions to the PURL program since its launch — Norway, the Netherlands, and Germany. All of them support Denmark. Denmark itself is also an important participant in PURL.

Ukraine must explain to European states that attempts to "punish the United States" by refusing to finance purchases of American weapons through PURL would, in fact, punish Ukraine. Ukraine currently critically needs ammunition for air defense systems, air defense systems themselves, and other weapons manufactured by the United States.

"Also, given the transatlantic tensions, if we previously talked about sharing the financial burden among NATO member states, today we are also talking about sharing the financial burden among all of Ukraine's partners," the ambassador noted.

According to Getmanchuk, among Ukraine's non-European partners, Australia and New Zealand have already made contributions to PURL. Ukraine is now working more actively with partner states that are not NATO members but could also make contributions to PURL.

The Prioritised Ukraine Requirements List (PURL) is a program that provides for the purchase and supply of American weapons to Ukraine at the expense of European countries. As of today, more than 20 countries have already joined the PURL initiative.

The ambassador to NATO explained that in 2026 alone, Ukraine needs American weapons received under the PURL initiative worth $15 billion. First and foremost, these are air defense systems and ammunition for them.

Overall, NATO currently accounts for more than 80% of military aid supplies to Ukraine. Among other things, about 75% of Patriot missiles and more than 90% of missiles for other air defense systems are supplied to Ukraine specifically through the PURL program.
