Government introduced bill to Parliament on enhancing responsibility for military offenses
The Cabinet of Ministers has introduced a draft law to the Verkhovna Rada amending the Code of Ukraine on Administrative Offenses and the Criminal Code to strengthen accountability for military offenses, according to the corresponding bill.
In the explanatory note, it is stated that the draft law was developed in connection with the need to improve the organizational and legal foundations of the Armed Forces of Ukraine and enhance accountability for violations of military registration rules and defense legislation, military duty and service, mobilization training, and mobilization.
The proposals include, in particular:
- increase in fines for violations of military registration rules and defense legislation, military duty and service, mobilization training, and mobilization;
- introduction of a mechanism where a protocol is not drawn up in the case of committing administrative offenses during a special period, the consideration of which is delegated to the territorial recruitment and social support centers, if a person fails to appear without valid reasons or without notifying the reasons for non-appearance at the call of territorial recruitment and social support centers, having been duly informed of the date, time, and place of the call, and confirmation by territorial recruitment and social support centers of information about the person receiving the call;

introduction of the possibility to detain individuals during a special period who have violated legislation on defense, military duty and service, rules of military registration, mobilization training, and mobilization, for a period of up to three hours for the compilation of a protocol, and, if necessary, for establishing the identity and/or clarifying the circumstances of the offense, for up to three days;

addition to the composition of a criminal offense – evasion of conscription into military service during mobilization, during a special period, for military service by the call of reservists during a special period, with the characteristic feature of including refusal to undergo a medical examination.
Changes in the mobilization process of Ukraine
The government and the Ministry of Defense are working on changes to the rules of mobilization, military registration, and military service.
Among the initiatives proposed by the Ministry of Defense is the possibility of sending electronic notifications to conscripts, including those residing abroad.
President Volodymyr Zelenskyy, during a recent press conference, shared that the General Staff has requested the mobilization of an additional 450-500 thousand Ukrainians.
Specifically, it is already known who among Ukrainians will be eligible for deferment according to the new draft law on mobilization, military registration, and military service introduced by Kambin to the Verkhovna Rada of Ukraine.
According to the text of the new draft law, the government, among other measures, proposes sending conscription notices through the conscript's electronic account.
