The draft law on mobilization, military registration, and military service was submitted to the Verkhovna Rada of Ukraine by the Cabinet of Ministers on the evening of December 25. Among other proposals, the government suggests sending conscription notices through the conscript's electronic account, according to the relevant draft law.

The draft law proposes the establishment of requirements for conscription notices for the call to territorial recruitment and social support centers, as well as the procedure for their delivery to citizens of Ukraine. The notice may be personally handed to the citizen:

  • inside the premises of the territorial recruitment and social support center by representatives of the center;

  • at the place of residence (stay) by representatives of the territorial recruitment and social support center or by police officers;

  • at the place of work by representatives of the territorial recruitment and social support center, the employer, or by police officers;

  • in public places by representatives of the territorial recruitment and social support center or police officers;

  • the conscription notice for the call to the territorial recruitment and social support center can be sent to the citizen through the conscript's electronic account, for conscripts, those subject to military service, and reservists, or to their email address.

It is also proposed to empower the National Police of Ukraine to participate in mobilization events, engage in recruiting activities for military service at the administrative service provision centers, employment centers, and recruiting centers.

Additionally, there is a desire to involve local self-government bodies, local state administrations, military-civilian and military administrations, enterprises, institutions, and organizations in actively participating in mobilization events, particularly in the notification and reception of citizens mobilized for military duty at assembly points and military units.

In the explanatory note, it is mentioned that the draft law aims to create conditions for the proper staffing of combat units during the repulsion of armed aggression against Ukraine.

Alterations in the mobilization process of Ukraine

The government and the Ministry of Defense are working on changes to the rules of mobilization, military registration, and military service.

Among the initiatives proposed by the Ministry of Defense is the possibility of sending electronic notifications to conscripts, including those residing abroad.

President Volodymyr Zelenskyy, during a recent press conference, shared that the General Staff has requested the mobilization of an additional 450-500 thousand Ukrainians.

Specifically, it is already known who among Ukrainians will be eligible for deferment according to the new draft law on mobilization, military registration, and military service introduced by Kambin to the Verkhovna Rada of Ukraine.
