General Dynamics fails $533 million project to produce shells for Ukraine, ProPublica says

Back in April 2022, former US President Joe Biden promised to provide Ukraine with artillery shells and allocated $533 million for their production. The Ukrainian Armed Forces have yet to receive a single piece of ammunition, according to a ProPublica investigation.
General Dynamics, an artillery plant located near Dallas, took on this task.
The company received the entire $533 million, yet it did not actually deliver a single shell to the Ukrainian Defense Forces.
Instead of running smoothly, production faced constant problems with expensive equipment. Former plant employees reported that in the summer of 2024, the modern robots were constantly catching fire.
Moreover, in August 2025, the US Army, which funds the plant, ordered the suspension of two of the three production lines.
Interestingly, by that point, General Dynamics had already missed its deadlines 8 times.
The third line continued to operate, but by July 2026, the company had still not produced a single serviceable projectile.
Despite an investment of $533 million, General Dynamics faced no consequences for failing to meet its obligations.
No sanctions were imposed on the Turkish subcontractor that supplied equipment to the plant either.
Rheinmetall recently delivered the latest RH1412 shells to the Ukrainian Armed Forces for the first time.
