On the night of July 28, Russian forces launched a combined strike on Ukraine using attack drones and missiles. In the morning, the attack continued with Kinzhal missiles. Kyiv, Kropyvnytskyi, and Starokostiantyniv were among the targets.

RBC-Ukraine has compiled everything about the consequences of the latest attack.

Key questions:

  • What weapons did Russia use to attack Ukraine during the night and morning?
  • What is known about the consequences in the Kyiv, Kropyvnytskyi, Khmelnytskyi region, and other areas?
  • What is known about the number of injured?
  • How is the President’s Office reacting?

Russian troops terrorized Ukrainian regions throughout the night with attack drones. Explosions were first heard in the capital at night, as air defense was active against the drones.

Later, around 4 am (Kyiv time), Russian missiles were detected in Ukraine’s airspace, moving in various directions. The enemy launched them from strategic aviation.

By around 8 am, a large-scale air raid alert again covered Ukraine. The enemy had lifted MiG-31K fighter jets into the air. Monitoring channels reported the launch of Kinzhal aeroballistic missiles toward Starokostiantyniv.

At 08:49 am, another air raid alert was declared across Ukraine over another takeoff of a MiG-31K. This time, the missiles again headed toward Khmelnytskyi region.

Kyiv

During the air raid alert in the capital, air defense forces were active. Later, local authorities reported consequences in the Darnytskyi district. A blast wave damaged windows from the 6th to the 11th floors in one of the building entrances.

According to the Kyiv City Military Administration (KCMA) and police, five people were injured by shrapnel. Among the victims was a two-year-old girl with cut wounds on her foot. The injured were hospitalized.

Meanwhile, KCMA head Tymur Tkachenko reported that eight people were injured in the capital.

Several cars parked in the courtyard of the building were also damaged.

Police investigative teams and explosives experts are working at the scene.

Kirovohrad region

Head of the Kirovohrad Regional Military Administration Andrii Raikovych reported that a fire caused by the night attack had been extinguished. According to him, relevant services are currently inspecting the site. No fatalities or injuries have been reported in the region so far.

“The blast wave damaged the regional philharmonic building. After specialists complete their inspection, utility services and a commission will begin work to assess the consequences,” Raikovych stated.

Khmelnytskyi region

At night, the Air Force reported enemy targets moving toward Starokostiantyniv in the Khmelnytskyi region. A military airfield frequently targeted by the enemy is located on the outskirts of the city.

Local authorities have not yet disclosed details about the consequences. However, the head of the Khmelnytskyi RMA, Serhii Tiurin, confirmed that the region was attacked by enemy aerial vehicles.

“There are shootdowns. Details later. As of now, there is no information about damage, injuries, or fatalities,” he wrote briefly.

Rivne region

An air raid alert lasted almost the entire night in the Rivne region as well.

Regional head Oleksandr Koval reported that air defense neutralized several enemy aerial targets over the region.

“No casualties or damage to infrastructure,” he clarified.

Dnipropetrovsk region

At night, air defense in the Dnipropetrovsk region shot down three drones. Nikopol district came under drone and artillery fire. It was loud in the district center, as well as in the Marhanets, Myriv, Chervonohryhorivka, and Pokrovske communities.

Two people were injured — a 15-year-old girl and a 49-year-old woman.

Head of the Dnipropetrovsk RMA, Serhii Lysak, reported a fire in the region as a result of the attack. A school, an apartment building, three private houses, three outbuildings, and a power line were damaged.

The enemy also struck the Synelnykove district. FPV drones hit the Mezhova community. A farm, an unused building, an administrative building, and a vehicle were damaged. Dry grass caught fire.

Mykolaiv region

Head of the Mykolaiv RMA Vitalii Kim reported that on the night of July 28, air defense in the region shot down or suppressed five enemy UAVs of the Shahed type and other drone types.

Kherson

At midnight, Russian troops attacked Kherson with drones. A 32-year-old man sustained blast, closed craniocerebral injuries, a concussion, and shrapnel wounds to his arm and leg.

He was hospitalized in moderate condition.

President’s Office reaction

Head of the President’s Office Andriy Yermak, reacting to the night attack by the Russians, posted a video of the damaged apartment building in the Darnytskyi district of the capital.

“This is how Putin responds to calls to end the war and sit at the table. Russian air attacks are ongoing, civilian infrastructure, buildings, and people — including in Kyiv — have already been affected,” Yermak wrote.

The head of the President’s Office emphasized that there are no alternatives to sanctions, extending Ukraine’s long-range capabilities, and taking tough actions against Putin’s entourage and the Russian leader himself.

“He (Putin – ed.) wants nothing but war and Ukraine’s defeat. But there will be no defeat. Russians and their satellites are also testing NATO’s reaction. Drones flying into Baltic airspace are signals that must not be ignored,” Yermak added.

Due to the Russian combined strike on Ukraine at night, Polish aviation scrambled fighter jets, and the country’s air defense and radar systems were put on the highest level of combat readiness.

Earlier, on July 21, Poland also scrambled its aircraft after a massive Russian missile attack on Ukraine.

Then, the Russians launched a large number of attack drones and used missiles. More on the consequences — in a separate RBC-Ukraine article.
