Russia is an unequivocal opponent of the United States as it perceives any rules as restrictions, states Presidential Office adviser Mykhailo Podolyak in a comment to RBC-Ukraine's YouTube channel.

According to Podolyak, despite the widespread belief that China is Washington's main rival, the situation is different. Beijing seeks dominance but is willing to operate within established rules and strictly adhere to them. In contrast, Russia is interested in creating chaos, as the absence of rules allows it to claim dominance, while clear agreements and established rules only constrain it.

He added that compared to China or the US, Russia significantly lags in resources as well as political and reputational influence. That is why it constantly conflicts with Washington to maintain the illusion of being an equal player. To achieve this, the Kremlin creates instability in various regions, such as Africa, Latin America, and the Middle East.

"Therefore, reaching a broader agreement with Russia while excluding Ukraine from the equation will not work… Ukraine is fundamental to establishing new rules. If this war is finalized incorrectly, the resulting negative rules will reduce the profitability of all regions and countries, and so on. If the war is finalized correctly, we will have a lasting peace for some time, with certain rules in place," he added.

Russia-US relations

Since the start of Russia's full-scale war against Ukraine, relations between the US and Russia have reached their lowest point since the Cold War. Washington has imposed extensive sanctions on Moscow, restricting its financial sector, energy exports, and access to technology. Additionally, the US has become one of Ukraine's key allies, providing military, financial, and humanitarian assistance.

During his second term, US President Donald Trump shifted the country's course. Since January 20, at least two meetings have taken place between US and Russian representatives to "establish bilateral relations."
